</h3><p><em>Industry leaders met with 26 Members of Congress, 44 Congressional staffers, and key offices within the Administration to advance bipartisan workforce and immigration reform.</em></p><p>Woodpack Global members gathered in Washington, D.C., June 2–3 for the 2026 Washington Fly-In, carrying a direct message to lawmakers: the wood transport packaging industry needs a stable, legal, and accountable workforce to keep the U.S. supply chain moving.
</p><p>Over the course of two days on Capitol Hill, members met with 70 Congressional offices as well as leaders from the U.S. Department of Agriculture and U.S. Forest Service.  Discussions centered on two bipartisan bills the association is actively supporting: the Dignity Act  (H.R. 4393), introduced by Reps. María Elvira Salazar (R-FL) and Veronica Escobar (D-TX), and the Essential Workers for Economic Advancement Act (H.R. 5494), introduced by Rep. Lloyd Smucker (R-PA).
</p><p>Together, the bills offer Congress a practical path to address the workforce shortage facing wood packaging manufacturers — pairing stronger border enforcement and accountability with earned legal status for long-tenured workers, a $70 billion investment in U.S. workforce training, and a new market-driven H-2C visa for year-round, non-agricultural roles that current visa categories do not cover.
</p><p>"Our members did not come to Washington to ask for favors. They came to talk about what it takes to keep a plant running, keep a shift staffed, and keep pallets moving through the supply chain," said Jason Ortega, Senior Vice President of Woodpack Global. "The workforce shortage is not a talking point for the wood packaging industry. It is a daily operating reality. The Dignity Act and the Essential Workers for Economic Advancement Act give Congress two serious, bipartisan tools to address it, and the response we heard on the Hill this week was encouraging."
</p><p>Members emphasized that wood packaging underpins virtually every sector of the U.S. economy, moving goods from farms, factories, and ports to retailers and consumers. With more than 820 member companies operating across 43 countries, Woodpack Global represents an industry whose ability to recruit and retain workers directly affects the cost and reliability of the goods Americans depend on.
</p><p>H.R. 4393 would create a 7-year Dignity Program for long-term undocumented workers who pass criminal background checks, pay $7,000 in restitution, and remain employed and tax-compliant — with no path to citizenship and no access to federal benefits. The bill is fully paid for by program fees and projected to reduce the national debt by more than $50 billion. H.R. 5494 would establish a new H-2C visa valid for 36 months and renewable up to a total of nine years, with an annual cap of 65,000, strong U.S. worker protections, and a 25 percent set-aside for small businesses.
</p><p>"Manufacturers are investing heavily in automation, training, and innovation, but every machine on the plant floor still needs skilled people to operate and maintain it," Ortega added. "Real accountability and a reliable, legal channel for year-round roles are exactly the kind of structured, employer-tested policies our members can stand behind. We're grateful to the members of Congress and staff who took the time this week to listen, ask hard questions, and engage seriously with the realities our industry faces."

<title>Woodpack Global Secures Exclusion for Wooden Pallets from California’s New EPR</title>

<description><![CDATA[<h3>Woodpack Global Secures Exclusion for Wooden Pallets from California’s New Extended Producer Responsibility Law
</h3><p>On May 1, 2026, <a href="https://cdn.ymaws.com/woodpackglobal.org/resource/resmgr/advocacy/file_attachments/5-1-26_sb54finalregtext.pdf" target="_blank">final regulations </a>for California SB 54, the Plastic Pollution Prevention and Packaging Producer Responsibility Act, were approved and went into effect. Shortly after, CalRecycle published an initial round of <a href="https://calrecycle.ca.gov/packaging/packaging-epr/producerguidance/" target="_blank">Guidance Documents</a> for producers, which confirmed wooden pallets are assumed to be exempt.</p><p>This guidance delivered a hard-fought win for wooden pallet manufacturers and users; Wooden pallets are excluded. 
</p><h4>Background
</h4><p>Extended Producer Responsibility (EPR) laws shift the cost and responsibility for managing packaging waste away from local governments and taxpayers to the producers who put that packaging into the market. Producers must register with a designated Producer Responsibility Organization (PRO) and fund programs to collect, sort, recycle, and compost packaging.
</p><p>In California, producers must raise a total of $500 million per year starting in 2027. The law also mandates a 25% reduction in plastic packaging and foodware (by weight), a 65% recycling rate for single-use plastic, and 100% of covered packaging must be recyclable or compostable by 2032.
</p><p>CalRecycle has spelled out which packaging the new law applies to, called “covered material.” Users of covered materials must ensure their packaging meets the new requirements. They are also required to report the weight of all covered packaging used and pay a per-pound fee. The PRO has published “Illustrative Fees” for producers to start planning and budgeting for when the program starts in 2027. These are not the final fees, but they do indicate which packaging will be taxed at higher rates than others. The final rates will be set in October 2026. 
</p><h4>Impact
</h4><p>The illustrative fees for wood packaging range from $0.02 per pound for untreated materials to $0.28 per pound for treated / painted materials on the low end, and $0.05 per pound / $0.71 per pound, respectively on the high end.
</p><p>This means that if wooden pallets had been included, pallet users could have been on the hook for up to $32 for a 45-pound pallet. 
</p><p>The impact stretches far beyond California; this law applies to anyone shipping products into the state. Woodpack spoke with companies that estimated annual costs of $1–2 million.
</p><p>Furthermore, SB 54 is considered the benchmark for packaging EPR laws in the US. Multiple states are now considering starting up their own programs. As other states look to adopt similar laws, misclassification of wooden pallets in California could have had nationwide impacts. 
</p><h4>Exclusion Details
</h4><p>CalRecycle’s document, <a href="https://cdn.ymaws.com/woodpackglobal.org/resource/resmgr/advocacy/file_attachments/5-11-26_calrecycle_guidance_.pdf" target="_blank">“Identifying Covered Materials,”</a> published on its <a href="https://calrecycle.ca.gov/packaging/packaging-epr/producerguidance/" target="_blank">guidance webpage</a>, confirms that wooden pallets are assumed to be exempt.
</p><p>The guidance clearly depicts a wooden pallet as an example of “reusable or refillable packaging” in Figure 3: Noncovered Materials, and explains that it is “Assumed to meet reusable criteria pursuant to 14 CCR section 18980.2.1.”
</p><p>This section of the regulation outlines that packaging is reusable if it can be reused by the pallet user for the same product. Furthermore, when the user is done with the packaging, there is adequate infrastructure that can easily and routinely route the pallet back into the supply chain for reuse or recycling.
</p><p>In our conversations with CalRecycle, we emphasized that as an industry, we’re already achieving the goals of this regulation: wooden pallets are reusable packaging operating in a circular manner. We are grateful they agreed. As a result of Woodpack's advocacy work, CalRecycle explicitly stated this assumption that wooden pallets meet the criteria for reuse, meaning they are not “covered material” under the regulation and thus are not subject to SB 54 fees. 
</p><h4>FAQ’s
</h4><p><strong>Are Wooden Pallet Manufacturers required to register with the PRO?</strong>
</p><p>No. The regulation in <a href="https://cdn.ymaws.com/woodpackglobal.org/resource/resmgr/advocacy/file_attachments/5-1-26_sb54finalregtext.pdf" target="_blank">Section 18980.1. (a)(17)(B)</a> reinforces that the manufacturer of the product, not the packaging, needs to register. The regulation states "...empty packaging materials not yet used by a good are not ‘single-use packaging’ or otherwise ‘covered material’ under the Act.”
</p><p><strong>Do users of wooden packaging need to submit any documentation to confirm an exclusion?</strong>
</p><p>No. According to CalRecycle’s guidance document, “Identifying Covered Materials,” wooden pallets are “assumed to meet the reusable criteria pursuant to 14 CCR section 18980.2.1.” Only a pallet that is genuinely designed or capable of making just one trip would fall into the single-use category and thus need to be reported by the user.
</p><h4>Conclusion
</h4><p>For anyone even tangentially related to the industry, a wooden pallet’s sustainable, circular nature is clear. The thought of any law like this ever applying to a pallet is unthinkable.  Unfortunately, complicated legislative and regulatory processes can oftentimes overlook these critical data points.

John Rock, a subsidiary of Kamps Pallets, designs and manufactures new pallets across Pennsylvania and Virginia. The acquisition of the three locations adds approximately $82 million in annual sales and brings nearly 250 employees into the UFP family.

<title>Commission Publishes Guidance to Support Implementation of New EU Packaging Rules</title>

</p><p>
This week, the Commission released guidance on its Packaging and Packaging Waste Regulation (PPWR). The guidance makes clear that wooden pallets actively in use for imports and exports are exempt from reuse requirements. It also exempts custom transport packaging, including wooden pallets and crates, from those reuse requirements.
</p><p>
The EU is the second-largest goods importer globally, tied with China. Without this exemption, pallet manufacturers in the US, Mexico, and elsewhere would be affected. Pallet manufacturers within the EU are also protected for any custom-designed packaging, including pallets designed in Woodpack’s Pallet Design System.</p><p>This exemption is also critical as €4 trillion worth of goods move within the EU every year.

Two and a half years ago, Woodpack Global began engaging in Brussels to preserve the global supply chain and wooden pallet manufacturers. We were the only ones focused on EU imports and exports of wooden packaging originating from non-EU countries and on the need for a custom-designed exemption for pallets. </p><p>We are grateful that the co-legislators recognized the importance of wooden pallets and worked with us.

Pallets move the world, and these exemptions ensure that they continue to do so.

<strong>DETROIT, MI - December 22, 2025 </strong>- Kamps, Inc., (“The Company”), the national leader in Innovative Pallet Services™, today announced that its Detroit and Taylor, Michigan facilities have received a Zero Waste Certification from Zero Waste USA (“ZWUSA”). With this achievement, According to ZWUSA, Kamps becomes the first pallet company in the United States to earn this certification from ZWUSA. The Detroit facility achieved a 98 percent diversion rate, while the Taylor facility achieved a 97 percent diversion rate. 
</p><p>As the official U.S. National Affiliate of the Zero Waste International Alliance (“ZWIA”), the ZWUSA verification adheres to the rigorous ZWIA definition, requiring over 90 percent diversion without the use of incineration (waste-to-energy). By meeting this strict standard, the Detroit and Taylor facilities combined claim a successful diversion of 69,619 tons of material, primarily wood, along with metal, plastic, and industrial components—from landfills and incinerators over the course of the last twelve months.
</p><p>“This certification is not just a badge of honor for our Detroit and Taylor teams, it is a validation of the vision our founder Bernie Kamps had,” said Steve Ayers, General Manager (Eastern Michigan) at Kamps, Inc. “Bernie built this company on the belief that waste is simply a resource in the wrong place. Achieving 98 percent diversion without relying on incineration proves that our circular business model is not only effective but is leading the industry toward a greener future.”

    <li><strong>ISO 8611 Nominal Load Test Prediction</strong><br />The ISO 8611 standard is widely used, especially in Europe, for determining pallet load ratings through laboratory testing. It uses rigid load application beams to generate a <strong>Nominal Load</strong>        rating, which can then be compared across pallet designs or used alongside testing of a candidate unit load to establish a <strong>Working Load</strong> rating.<br /><br />PDS can now simulate ISO 8611 laboratory tests and predict <strong>Nominal Load</strong>        ratings for block pallets. This capability allows users to:</li>

    <li>Compare PDS <strong>Safe Load</strong> ratings with ISO <strong>Nominal Load</strong> ratings, beneficial for international clients.
    </li>
    <li>Validate a pallet design before committing to costly ISO laboratory testing. (Note: This feature currently applies to block pallets and will be extended to stringer pallets as research continues.)

<description><![CDATA[<p>The NWPCA Board of Directors has approved an updated <em>NWPCA Uniform Standard for Wood Pallets,</em> replacing the 2014 edition. <description><![CDATA[<h3>Pallet Foundation Awarded USDA Forest Service Grant to Advance Wood Residual Market Solutions</h3><p><strong>Alexandria, VA - July 23, 2025</strong> — The Pallet Foundation is pleased to announce it has been awarded a competitive Wood Innovation Grant from the U.S. Department of Agriculture (USDA) Forest Service (FS), as part of an $80 million national investment to expand timber markets, promote forest health, and support rural economies.
</p><p>With this funding, the Pallet Foundation will lead a new initiative aimed at identifying viable and sustainable markets for wood residuals generated by pallet manufacturers. The project will explore existing and emerging uses, conduct feasibility studies, and deliver a roadmap for scalable market development.
</p><p>“Wood residuals are viable byproducts from pallet manufacturing and recycling,” said Brad Gething, PhD, Executive Director of the Pallet Foundation. “Through this USDA FS grant, we will bring together data, insights, and stakeholder input to help our industry replace traditional outlets for residuals that have disappeared.”
</p><p>As part of the project, the Foundation has <a href="https://www.palletcentral.com/page/wood-residuals" target="_blank">launched a survey of NWPCA members</a> to gather first-hand insights into the scope of current handling challenges, the cost of managing wood residuals, and untapped opportunities for market growth. The survey will also seek member input on policy and regulatory support that could help create more favorable conditions for developing residuals markets.
</p><p>“This is about more than just circularity,” said Kathleen Dietrich, Chair of the Pallet Foundation. “We’re working to identify real opportunities for market growth, understand the needs of NWPCA members, and help the industry better navigate the policies and regulations that can enable broader use of wood residuals. The active participation of our members will be essential to this effort.”
</p><p>NWPCA members will play a key role throughout the project, providing guidance and feedback to ensure outcomes are both practical and impactful for the pallet and wood packaging industry. The resulting research will equip manufacturers with tools to make informed decisions about residual handling and market engagement, while supporting broader sustainability goals.
</p><p>This USDA investment is part of a broader strategy to promote domestic wood innovation and improve forest resilience. </p><p>In the agency’s announcement, U.S. Secretary of Agriculture Brooke L. Rollins said:

Formerly Vice President of Public Affairs, Ortega elevates the association’s influence both in Washington and internationally. Beyond leading record-setting Fly-Ins the last three years driving member participation in a proactive policy agenda, he is a constant presence on Capitol Hill, ensuring legislators and staff know NWPCA and its members.

Ortega successfully launched the association’s first international policy engagement and led the industry’s successful response to the European Union’s Packaging and Packaging Waste Regulation (PPWR). His efforts ensured minimal disruption to the wood transport packaging industry in Europe and abroad. These achievements were recently recognized with his selection as 2025 Lobbyist of the Year.

During its annual meeting in Napa, California, the National Wooden Pallet &amp; Container Association (NWPCA) Board of Directors announced the appointment of new leadership for the Pallet Foundation, and experienced strong fundraising results supporting the Foundation’s ongoing mission. The announcement was made in conjunction with the 2025 Annual Leadership Conference (ALC), held March 26–28, 2025.
</p><p><strong>New Leadership Drives Vision Forward</strong>
<br />Kathleen Dietrich of Commercial Lumber &amp; Pallet was appointed Chair of the Pallet Foundation, with Larry Howell of Hinton Lumber Products named Vice Chair. The Executive Committee also includes Mike Saylor (NWPCA) as Treasurer and Brent McClendon (NWPCA) as Secretary.

<title>NWPCA Announces 2025/2026 Board of Directors and Executive Committee</title>

    (NWPCA) announced its 2025/2026 Board of Directors during its Annual Leadership Conference, held March 26-28, 2025, in Napa, California.
</p>
<p>Newly appointed Chair Hinton Howell, Hinton Lumber Products, expressed his gratitude for NWPCA members and past leaders, including Immediate Past Chair Jeff Lewis, Atlanta Pallets and Services, for his tremendous service the previous year.
</p>
<p>“I am grateful for our members and past leaders whose dedication has shaped the NWPCA. Their vision and leadership inspire me, and I look forward to what we will accomplish together.”
</p>
<p>As a leader in a family business with over 50 years in the industry, Howell emphasized the sector’s resilience and ongoing transformation.
</p>
<p>“The wooden pallet and container industry is at the heart of the global supply chain, facing evolving challenges—from regulatory pressures to workforce development and emerging technologies. I’m particularly excited about the opportunities ahead, including
    how artificial intelligence can help our businesses grow and thrive.”
</p>
<p>NWPCA continues to strengthen its national and global presence. “NWPCA is not only a national leader, actively engaged in Washington, D.C., but also a global thought leader. With members in 41 countries and marketing partnerships across five regions,
    our influence continues to expand,” added Hinton. “My experiences visiting pallet mills across Europe, Central America, and South America have given me valuable insight into the opportunities and challenges we face.”

<p>NWPCA President &amp; CEO Brent McClendon welcomed the new leadership team, “Our Board of Directors plays a crucial role in shaping the future of the wooden transport packaging industry. Their leadership and expertise drive innovation and ensure that NWPCA

<p><strong>PDS 6.10 delivers greater flexibility and customization with printouts, designed to meet the needs of high-end custom pallet shops.</strong> </p>
<p>
    A new centering option has been introduced for Discontinuous Deckboards, which do not span the entire pallet. Previously, these boards could only be aligned to the left or right. This update expands the notes section in the Pallet Specification and Production
    Order, allowing users to add more detailed, custom information. </p>
<p>Additionally, the Production Order can now be streamlined by hiding select lumber and fastener details, making it more efficient for shop floor use—most designs can now fit on a single page.

<h5><strong>What’s New in PDS 6.10:</strong></h5>

<p>A comprehensive PDS User’s Guide is built into the software program to help answer questions 24/7 regarding pallet design. The User’s Guide includes an overview of unit load analysis. It is readily available and accessible from the Opening Window Start
    Dialog, through the Help menu, and at the bottom left of every window within the design wizard. </p>
